The entire building was propped up with wood. The fire could've easily started inside, they just noticed it once it was outside on the roof.
They make the scaffolding out of steel beams but they also use wood for the platforms and sometimes for the railings although that's become rarer.
Inside the church it's filled with shit that can catch on fire really easily.
With all that said, there's no doubt in my mind some mudslim started the fire inside and let it burn.

scaffold is hollow. It has twice the surface per volume than a solid beam, half of which is always facing away from the flames. It's also not in direct contact with what is burning (for the most part), the transfer is going through an inefficient medium of air. The cold air being drawn through the building by hot air venting at the top is moist as we are talking west europe in the spring, next to a river at roughly sea level.
That's just off the top of my head. There are lots of differences.
