he didn't do it, the guys that created Fallout did. Fallout's world was, prior to the nukes, stuck in the 50s, mostly. therefore the U.S remained majority white, as the Hart Celler act never passed and cities like L.A, Detroit, Chicago, Saint Louis, and Atlanta never became nigger shitholes. they would not need a containment commonwealth for nigs.
