It has major side-effects and is situational. You need to wait for the right time and place. For a lot of groups and institutions, they will be waiting forever because the effects are overwhelmingly negative if it can be attributed to them in any way. Bigger institutions are just waiting for you to step out of line so they can slap you down, but if you're looking at the well-being of other people rather than just yourself or your organization, this may become beneficial and put violence back on the table.
Government or minority violence can be downplayed to an extent by the media. The media will blow up opposition violence, which gives it a certain amount of power. It is a useful tool depending on the narrative you are trying to create, which I think is recognized by just about everyone with some kind of institutional power. This means you should expect it to be used when the right opportunity or enemy presents itself, and every incident needs to be scrutinized as a possible false flag.
The fact that Tarrant had such an impact is why people immediately call false flag. It's hard to judge motivation because there's no direct evidence and no source is credible, you only have bodies whose strategic impact can only be understood in retrospect.
