When all guns are called in by the government most gun owners will comply. The authorities will make high profile examples of a few people who refused or tried to hide their guns, by either killing them or incarcerating them, and after that most will throw in the towel. Criminals will still keep their guns, but most of the law abiding people who own guns now will not want to become criminals.
