I wouldn't even say it's the guns because it has been statistically proven that banning guns does not cause a reduction in crime and that, adjusted per capita, America doesn't have that bad of a mass shooting epidemic has some people would have you believe when compared to the rest of the world.
I honestly blame the culture, even if you're not American you've definitely seen American highschool movies and how they're portrayed: rampant bullying, popularity hierarchies on steroyds, rampant premarital sex...
In many ways, America has failed to and is unwilling to address the toxic environment which leads 1 in ~10.000.000 kids to shoot up their schools. This happens no where else as often because most other countries, despite still having guns mind you, don't have nearly as toxic a culture as the American one.
But what the fuck do I know, I'm not a sociologist, if you really wanted to find out you'd read articles and studies made about the subject instead of discussing it on r/advice.

not commenting on Columbine, but school shooters are almost invariably social failures. mass shooters are at least sometimes socially functional and the type of person you could stand to be around. there's nothing that sexy about school shootings. its in my opinion an expression of borderline personality disorder or at least borderline traits. the sad kid can't take his circumstances. it builds. he does something drastic to change his circumstances, and succeeds. they're gonna tear down the columbine building soon so if you're really a columbineboo this is your last chance to pay it a visit

THE MOST, sure but it seems unlikely that it mostly affects only one place, when the rest consumes the same shit and has similar attitudes. Culturally the first world is pretty similar and it just sound doubtful that slightly worse bullying or more kids getting laid could have such an impact without more important factors. And bullying is FAR, FAR worse in Russia.
