You got to remember that Germany was starved into submission in WW1. There was a food shortage and Britain had a naval blockade and hundreds of thousands of germans staved to death. Goebbels probably grew up undernourished which would explain the thin and not fully developed facial structure.

Even throughout the pact it was clear that the tentative alliance was one of convenience rather than any lasting respect or admiration on Hitler's part.
