So today I've been to the swimming pool with my GF. At first it was fun, there were differents pools, but when the "waves" event started, people gathered into one place.
But then, we saw atleast 3 old men plus the lifeguards on top of us staring for several seconds and multiples times at my GF's chest, shamelessly, to the point where she was really unconfortable after the event ended. Both of us leaved soon after and she went a bit paranoid.
Of course, she has fairly huge boobs, and if we both agree that a quick look is acceptable, staring is not okay at all, especially people in there 50s.
What can I do to help her ? Staring back does not always get them ashamed.

Honestly never made sense to me, not that I'm someone who will glue my eyes to every pair of tits I see, but if women wear something that accentuates features of their body then why should they be upset when people look at them? It's probably a blogpost but this reminded me of something that happend to me this year.
It happens to me to stare at people (not woman in particular, but people in general, and not their boobs of all places) pretty frequently, probably because I'm autistic.
Men usually don't really care, but I've noticed that woman are pretty sensitive about it, even if you're just looking in their direction, they can sense pretty well when you're paying attention to them.
Anyway this year in my computer class there was this asian girl, one day I wasn't looking at her in particular but at the front of the classroom but as i'm pretty strange I think made her uneasy so her boyfriend started fixing me, at first I was intimidated so I only looked at my deskop to make myself disapear. The thing is after that they started paying more and more attention to me, I think for a time they even made fun of me for how weird I was.
Finally at the end of the semester there was two final exams, in the first one I noticed that she was in front of me, so I did everything not to see her but she probably noticed it and then told it to her boyfriend.
Last exam that came after the guy started following me, I think to pressure me or something (he probably thought I was in love with her even though I didn't give a shit about her). I was so pissed that I started following him back and staring at him, I think he understood how pissed I was because he stopped (he at least seem to understand from his face but as I said it was final exam so last time we saw each other).

The only other step you could take would be to talk to management at a place and raise your concern about the creeping. It's not like managers and business owners *want* creepy weirdos to set up shop at their spot and drive away customers - odds are they'll really appreciate the heads up. But if that doesn't help, always default to just leaving and finding something else to do. It's recreation - life is too short to hang around places where creepy people make you feel uncomfortable.
