I don't doubt it will happen at some point. Trump is using the gradual escalation tactic on all the issues he's dealing with. He starts with a reasonnable and harmless offer which is immediately gleefully rejected by his enemies thinking he'll just give up and that they can just stall him. Then he goes to the second least extreme option and so on to show he made every good faith attempt to strike a fair deal.
