There are a lot of pros to brain draining other countries but if companies get tax breaks for hiring foreigners instead of Americans, like they do now, then more of the better paying jobs will go to foreigners instead of Americans. Also, foreign spies can take advantage of it like they do now. We can have industries subverted and more tech or research stolen when foreign nationals get into higher positions.
