The same main reason Germany was kept as fragmented and politically weak for as long as possible until the end of the Cold War: France used you as a colony to drive investment and development in Western Europe. That all went to shit when Germany got political clout.
Any power that would seek to take part or all of Germany would be looking to do the same: harness its industrial output to develop some other part of its territory.
