Steam catapult is pretty reliable, it's been in use for many years on US carriers. Ramps means the planes have to have a maximum weight or they can't take off reliability and also limited amount of planes the carrier can carry due to that limited capability of jets that can take off from carrier ramps. Chinks just can't into catapult system.

my idea: submarine filled with drones in the launch tubes. submarine comes to near surface or surface temporarily to launch drones then resubmerges. drones shoot out first like missiles, then deploy wings and behave more like standard drones for the rest of the flight. drop payload and return to a base or self destruct on completion of mission. could be more like a cruise missile with other ordinance attached as well, or surveillance equipment.

Aircraft that have to take off from a ramp generally have to do so with a reduced fuel and weapons payload. The smaller carriers that use them also have a greatly reduced aircraft complement and sorty generation capacity.
