Japanese fertility rates outside of major urban hubs are above replacement. It's just that places like Tokyo and Osaka have way too many people, the low birth rate is simply corrective. Once there's fewer people people will feel less oversocialized and property prices will go down, fertility rates will go up.

So Meiji era was basically a miracle where Japan become a significant world power, but as any imperialism, it had a rising era -> expansion -> decline.
