That being said I’m not there and I’m not going to jump to any conclusion or conspiracy theory as I’m not a transportation investigator and my knowledge is limited to my personal experience.

Military uses ammonium nitrate to make a couple different explosives, mostly for engineering/demolition rather than bombing people. It's also mixed with tnt to make an explosive just as powerful as pure tnt, but with half as much tnt.
