Already happened in 1987. Soviets really feared Pershing II back in the day, it was accurate enough, commies feared being decapitated before they could initiate response. Both sides scrapped MRBM's, IRBM's and ground based cruise missiles.

Roughly half of ground based versions of Tomahawk, called the Gryphon because air force wanted to be different, were scrapped. Other half was converted into conventional warhead naval versions. I'm fairly sure those have been fired at some 3rd world shitholes in middle east long time ago.
Cruise missiles are mostly second wave weapons in nuclear war, they arrive after ballistic missiles have destroyed everything. Nuke everything twice, just to be sure.

Nah, they should just kick out Turkey and bring in Russia. Then make it's new purpose to defend Europe from the Middle-East, China, and Africa (ok the last one is mainly a border control issue).
They probably could have done this by now if every US president since Clinton hadn't been so hell-bent on shifting NATO's boundaries right up to the doorstep of Moscow.
