I don't get the argument that "their brains aren't developed" at 17 either, because nobodies brain is fully developed until 25 anyways. But our bodies very obviously mature sexually far before that.

It is not pedophilia it is just illegal in most places. In my country 16 is the age of consent. And 15 is mostly left unpunished by a court. The word pedophilia is not in the law afaik, but child sexual abuse is, and this encompasses any age deemed necessary by your population. In general pedophilia is about prepubescent/immature (physically) subjects. Tits are not pedophilia.
