That same thing happened to r/cringeanarchy. Reddit knows what happens when they quarantine a sub, and they know that by quarantining it, they basically set it up for a ban. An outright ban would just throw up red flags, so they just kill it more slowly by quarantining it first, then banning it when nobody gives a shit about it anymore.
