I don't think it's run by them, they're put in place by the ones who are really running the show because they are easy to control. I'm not sure if you're aware, but Keith Raniere has a patent on identifying "true", "incurable" Luciferians. His premise is that true Luciferians will have an inverted sense of pleasure and beauty. Normal human beings will have positive physiological and biochemical responses to the sounds of children laughing and sight of puppies jumping around, whereas Luciferians will give any kind of feedback to such stimuli. Instead they react in the same way normal people would to the aforementioned stimuli to things like children crying and screaming, and watching gore.
