The tax incentives Amazon was going to receive for the HQ2 were based on laws that had been on the book for DECADES and that were available to any business that was planning to bring as many high paying jobs to the boroughs outside Manhattan as Amazon was planning to. They also wouldn't have got the tax breaks if they didn't deliver on the job growth that them and the city were projecting, it was all contingent on that. It's not like NYC was throwing bags of cash at them with no strings attached.

She can cope all the wants, but driving Amazon out of LIC was a bad move. And them adding a couple hundred jobs in Manhattan isn't even remotely comparable to the 25k their HQ2 was expected to create, not to mention all the indirect benefits of that.

The laws were passed back in the 80s to make NYC competitive with other major cities that don't tax the living fuck out of their businesses. They also encourage development and high paying jobs in the less wealthy boroughs. And if Amazon delivered the job growth and wages that they were promising (and again, they wouldn't have got the tax breaks that were estimated if they didn't), then they were expected to generate far more in tax revenue and economic growth for the city than the city was expected to lose.

Difference is most of the NY tax incentives were contingent on job growth and salary. If Amazon delivered less jobs than project or average salaries were lower, they would have got less tax breaks. If they delivered more, the tax breaks would have been larger. Read up on the programs they qualified for.

The only reason the tax incentives were estimated to be so large for Amazon is due to the MASSIVE amount of high paying jobs they were projected to bring to LIC. The tax incentives are proportional to the amount of job growth that the business is bringing to the city. If company A creates x jobs, they get y tax breaks. If company B creates 100x jobs, they get 100y in tax breaks.
