Basically 1) the city has shit drainage, so this amount of rain will probably flood the streets a foot at least. 2) the river is high already - if it gets too much rain it will overrun its banks and then more low-lying streets will get flooded. All of this leads to CHIMPOUT which of course is the worst destruction of all.
