The problem with their system is it relies on there never being any major disruptions or problems. This period in history, like the last 80 years or so, have been the most peaceful and uneventful in world history maybe ever. It's only a matter of time before some major supply or farm disaster happens and another great war breaks out.
If Cloward Piven actually happens, it will backfire. The military and police are mostly conservative. Most suburban and rural people have some food reserves and some sense of bartering and so forth. The cities, on the other hand, will bear the brunt of the financial collapse and there will be abject mayhem. As the power-centers of the government are among this mayhem, they will quickly be blamed for incompetence and probably be killed off quickly. You will see rural communities balkanize and form their own governments in the meanwhile and these will be quite difficult for any city based power to defeat as the cities will be in complete chaos.
There would be an outspill of city people into the near suburbs, but as many people there are armed, you'll see a lot of people shot and killed by neighborhood watches. The cops aren't going to arrest people when they fear for their own kids.
It would massively backfire, and you'd see about 15% of the population killed (most from the city), but the country would eventually be restored. The only way to institute socialism on this country is for people to become so stupid that they VOTE FOR IT.

Well, it's the way the constitution was written. I do agree that judicial review is ridiculous when it's only there to kneecap another branch. I lived through Prop 187 in Cali when the voters overwhelmingly voted NOT TO LET illegal aliens receive state benefits.
