This is actually an interesting thought experiment. Yes, dining and ditching is illegal as it's stealing goods and services. But at what point, time wise, does it become unlawfully holding someone against their will if it's the restaurant that can't process the credit cards? At some point it will cross over that line, when is it? If it were me, I'd show the restaurant my driver's license and give them my contact info and ask to be let go, and when the power comes back on they can contact me to come back to pay, and if I don't, they have my credentials to make a police report. All parties are satisfied.
