I don't think it will ever come into effect because I don't think it's a serious law. It's some kind of psyop: propose nanny-ish, restriction on personal freedom and judge the public reaction. Gauge the reaction and craft appropriate responses and then some way down the line actually enforce real restrictions on liberties and use what you've learned to counter the backlash. Also by proposing and delaying in this fashion you wear away people's interest and will to resist. It's fishy.
