There is no "free market" solution because none of them are profitable for the people who own the sources of energy, because well you can't own the sources of energy. It is only prosperous for people who will find employment developing the technologies and installing them maintaining them etc.

I have a couple of ideas that can improve the situation. If you want to use up less petroleum you can either: a. Create better, more efficient engines or b. Use less petroleum. While the technology is not here yet for more superior engines (that possibly don't use any non renewable resources) we do have enough technological advancement in other areas to compensate for it that aren't being properly used. For example the whole concept of the modern office and commuting to work every day is draconian and inefficient when most people do most (if not all) their work on computers for which everyone has one at home already. For any of these office jobs it would be smarter to have one's workers work from home on their own time or change the average schedule from a 5 day 8hr work week to 4 day 10 he work week (if not outright having people work from home of cutting hours that are not used effectively). This takes out at least an extra 2 commutes a week per the average worker saving both time, gas and money. Another would be to loosen up on local landscaping ordinances that currently are wasted on useless lawns that are mandated to be cut. Using this space for growing vegetables would ease demand for transporting food across the country or world. Another useful thing would be for more people to adopt aquaponics or build bio comes to create an artificial environment to grow crops and fish at a higher rate while using less land and eliminating pesticides. Of course not everyone would have a biodome in their back yard but I could see regional farms building them privately to grow cash crops that shouldn't be able to grow in the given biomes easing the distance food would have to travel to markets. Lastly by having 3d printers and 3d milling machines become widespread why would you need to transport as michanufactured goods across the world when you could mill them locally. All these technologies are going to continue to improve even more in the near future...

And where there is a profit to be made and an entrepreneur and capitalist who see opportunity, there is a will to pool resources in the most effective way to succeed. The government is already in the way for improving things and is adverse to actual change for the better. I don't see how putting the people who run the DMV and US postal service would yield long term effective results the way business would. That's all.
