If you have an actual reactor producing heat there is no need for a RTG.
RTGs are also not the ideal power source for weapons as they continually decay - there is no way to have them "sleeping" for years.
Most military rockets use solid fuel for the same reason - the missile can start immediately without fueling it first and no need to keep tons of liquid oxygen on site.
