Usually the same reason they have pink hair or orange eyes, it makes each character look distinct from one another, most of the time they're still supposed to be japanese, blonde or red hair is more popular cause some artists like to keep their characters more realistic.
Some shows do use it to signify a character is foreign though, american girls are always tall blondes with blue eyes and huge tits, Russian characters often have white hair cause Russia = snow or some shit.
