This can then be dialed back to “job experience and STEM in public schools” (as far as the poor are aware, until 18 school is free. They don’t understand taxes or that rich kids have to pay to go to school). Once you slip new class ideas into pre-college, start pointing out which classes aren’t helping the poor. “Business class gives the poor jobs.
