One thing I noticed in some of the pacific islands (which are 3000 yo cultures) is that the ancient people there built on the side of mountains (if they had them) and didn't live by the sea.
They knew how deadly the ocean could get, and they built their structures with the expectation that cyclone strength winds would destroy them, but made them easily rebuildable.
So yes, I think increased population has contributed to the harm caused by these weather events, with low lying lands now having to be used for habitation.
That said, with the current state of our climate, it's up to local authorities to make building codes that give people the best chance of survival. We saw storm surges up to one floor high, so that's when you start saying that buildings have to be at least that high above the storm surge level, on solid foundations.
