China is still fundamentally a command-based economy. The Politburo still decides to which industries government resources and support goes into. Along with all the traditional levers of economic management that Western democracies have, there's the unconventional influence the CCP has in their private sector that ties everything up into the State. And this has been the case for nearly all of China's decades long rise.
Unlike a freer market-based economy, the the consumers weren't able to decide what they wanted out of their country's business and instead had to follow what the State wanted. As a result, China has a MASSIVE lead compared to all other developing nations when it comes to the manufacture of a myriad of goods. That's where the CCP focused on and that's what they got. And now, the inertia of 50 years of command-based control has left them very vulnerable in other industries, at least for now. They'll correct things eventually, or not. Because by the time they fix things, maybe another issue that they didn't foresee will crop up. That's kind of the problem of planning out your economy from the top down decades in advance.
