You need to come from a base of having created your own values, to start from an a priori position of "I know what matters in life." This is a tremendous task if you want anybody but yourself to follow it. So really what we're talking about is finding the shared values of people similarly minded to ourselves and using them as a central nexus to unite a group of people. Don't try to convince anyone of anything; just speak to the values they already have, and explain how your movement is a way to actualize those values.
Most of the stuff you're planning out would emerge naturally from just finding people that you share core values with and binding together in whatever way you can. Scientists are getting better at telling stories, or at least the science-admiring artists who have grown up around them are getting better at it. What they lack is the kind of hard "ought from is" moralizing that I believe is being suggested here. Scientists can make a story about bees dancing to communicate very entertaining. What they're reluctant to do is take scientific ideas and draw moral conclusions from them. Just for example, something like >Dunbar's Number suggests that the whole organization of our society is wrong. We should be focused on small groups that fit within that number rather than individuals. Homo Economicus is not real, people live as groups primarily and individuals secondarily. I'm not married to this suggestion, but it is a case of taking something we've learned about (social group size limits based on brain complexity) and extrapolating a moral rule from it (we should keep groups small and tight-knit to promote health and sanity). Many scientists believe this isn't even possible, that "ought" and "is" are totally separate.

A religion is first and foremost how you choose to live your life. In some religions that choice is forced on you but lets, for the sake of this discussion, agree to this premise.

If you watch enough of his videos you can see how this can all be applied to create a new religion. Take the teachings of the Bible, the underlying message, and just create new tales that eventually teaches the same message.
The obvious path to make it seem "real" is to base it on what you know. Don't fight the tide, ride it. That tide in 2019 is science, rationalism and materialism. Even theist Jow Forumsacks will break out the stats and charts first, then talk about scripture after. It's organically recognized that the stats and charts are what motivate belief, not divine revelation.
But the most important thing for drawing people into a religion seems to be pulling them in to a good community and providing benefits. No amount of truth would compensate for a lack of community. So the doctrine needs to track as true, grow out of the culture that already exists (even if it grows in an entirely different direction) and offer a strong community with many apparent benefits for membership.
You can, and certainly should, use the Bible where it's useful, but it needs to be with the rubric of "Science/rationalism shows us this...that lines up with this Bible passage...therefore we take the Bible passage as an aesthetic pronunciation of the materially verified truth." The important thing here is that you're not saying it's true because it's in the Bible, you're saying that the Bible passage is true because it reflects reality as you perceive it. This allows you to sidestep the Bible where it doesn't align with your beliefs. It's important not to get shackled to a dead book; you're as much of a moral authority as anyone whose hand first scrawled any of the lines found in the Bible. This authority cannot be avoided or transferred; judgment is duty, especially if you wish to lead.
Peterson's vision is secular and based on a biological perspective. In other words, it comes from the human, and this is not how religion works, it is a corruption. Part of what you say is true, 'it is true and real because that is what reality reflects.' In a sense, the rightness of a religion can be reflected in a society where it represents truth, beauty, strength, justice, etc. but these are themselves values derived from qualities of the gods. We cannot simply rehash stories, if we truly understand them we need to be able to apply them to our own world, show what is eternal in them and exists beyond mere moralism and symbols. They must have a force behind them. In some cases the stories can be transposed, but our relation to mythic thought in this age is lost, almost non-existent, which means that many of our stories will have to be in regards to rediscovering religious belief, its way of seeing the world.
In short, the gods are distant from us. Other gods may even be the dominant ones in our era, and a religion for our times would need to reflect this.

Only one religion is possible at this point: one that models to the truth of our actual reality better than anything that has gone before. Whatever it is, such a religion is only possible if it's founded on the Natural and ever Creational Universal Laws of existence.
Christianity worked just fine for our ancestors. It could work just fine for us, if we only had the will. And if we do not have the will to make Christianity to work for us, there's zero hope to make any pagan larp or something compeltely artificial to work either.
By the way, we could make Christiantiy a completely white thing. First of all, it evolved in Europe from both the original Christianity but also of European paganism. And then it kept on evolving through all sorts of reformations. It is completely European at this point. And you could take passages from bible to justify nationalism just fine. For instance, there's a passage where tons of Israelis actually ask forgiveness of God because they have married members of foreign tribes, and then they proceed to divorce them en-masse. If your standpoint is primarily that of the human will then you are involved in religion for the wrong reasons. It is a bit like Plato's 'All I know is that I know nothing.' One can never be certain of divine laws, and yet one must be decisive - this same force is at play in both the Greek tragedies and tales of heroes. This seems a contradiction to the modern mind, but the great leaders, the heroes, must sacrifice themselves for the being of their people - as if the journey of their death is opened up within the trials of their heroism. If the world exists as an endless becoming then a triumph over death is the only way to establish being - the hero does this honourably by reconciling with death and establishing a dominion for his people which gives a sense of peace before eternity.
