I understand that a person with an axe is extremely dangerous, but they knew that she was crazy. It's not like she was a normal person and they have been surprised. I'm actually surprised that they showed up without any medical help, just in case. If she was hospitalized against her will then she's done this before (or tried to kill herself). When she wouldn't come out that should clue them in that something is wrong.
