They mean Masculinity that is preoccupied with success, achievement, power and strength. Everything that differentiates men from women and everything that makes men into proactive takes of resources and creators of the society around them. Don't listen to them and believe its only about bullshit things like manspreading or mansplaining. They are actively paralyzed and fearful of men who are thinking from themselves and are acting independently of the social control that is being imposed.
It is only "toxic" because feminists feel inferior in presence of such masculinity, but most normal women crave to be in presence of such power, it gets their cunts wet.

Obviously they are trying to at least ostensibly even out the gender roles. Get men less masculine while pumping women with as much masculinity as humanly possible. Biology will present at least two big problems. First that men are generally stronger and larger, second that even "feminist" women are biologically attracted to stronger and larger males.
