5.7 out of a pistol is like shooting .22wmr out of a rifle. Neither one has shit on 9mm out of say a 4" bbl as far as ft/lbs of energy delivered.
USSS uses the 5.7 because of its' armor penetrating capabilities. It's a case of a tool with a very narrow purpose. If you need to punch armor with a pistol its your best choice. If you need a handgun for ANYTHING else there are much better options on the market.

9mm is a perfectly capable and cheap round which is better at killing people without body armor than 5.7. However, the 5.7 offers significant advantages over 9mm in some areas, including penetration through armor, capacity, weight of the full size pistol, weight of the ammunition, and the compact size of the ammunition. Both rounds have their place, and that of the 5.7 is arguably more limited, but it has enough benefits to justify it's existence, even if the pistol that fires it is extremely expensive compared to a comparable 9mm.
