How high functioning? Downs is pretty debilitating, I'm not sure I'd trust a downie with a firearm on his own.

He's probably in the upper 10% of downs. He works two jobs (grill at McDonalds, also helps out on a family friend's farm cleaning stables/feeding animals/mowing). He isn't very good at "booksmarts", but does have reasonable common sense. Knows the importance of budgeting/delayed gratification and sticks to a budget. Invests (with help, but do a lot of people). Follows the news and has at least as much of an understanding of current events as the average person.

On the other hand, math beyond addition, subtraction, and basic multiplication/division eludes him. He reads and speaks at probably a 10-12 year old level. He doesn't drive, but I'm unsure if anyone has ever bothered to try teaching him (he does drive atvs and other equipment around the farm fine). He has independent hobbies and interests that he's capable of pursuing on his own. For example, if he wants to go fishing, he can use public transport to get to the bait shop and out to the lake by himself. He can also read maps and use a cellphone/internet.

In a lot of ways, he's a big ass fifth grader.

He knows they aren't toys. He's slow, not stupid. He's shot my guns before and has BB guns. He's actually a pretty decent shot.

You should perform a late abortion on him. He has an extra chromosome so genetically he is not even human.

What matters is : Is he responsible enough to safely handle a firearms without harming others or himself? I guess you know him well enough, so you need to answer 3 questions:
1. did he EVER lost control and sperged out on someone,
2. did he ever did something really stupid for reasons that could be tracked to his disability? Like forgetting to turn off a gas stove, leaving wallet is the store, etc?
3. Is he capable of understanding terms, like self defence, death, personal responsibility, etc?

And additional 4th question: if he hurts someone or himself , by accident or negligence, will you be ok with that?

Bottom line is: is he high functioning enough to be trusted with a gun?

If so get him a revolver. While internally complicated, conceptually its probably easiest to understand, and operate - and harderst to fuck up by negligence. I assume you will be responsible for cleaning and maintenance.

A lever-action rifle in .357 Magnum, or a pump-action shotgun in 20-Gauge.
Easy calibers to shoot from the shoulder, but have quite respectable firepower when needed, they also only shoot once before you have to manually cycle the action, and you fill the magazine one cartridge at the time, he couldn't accidentally pull the trigger more than once.

But I think this is something you need to discuss with all the other people around him, the rest of your family, his caretakers, etc, and you definitely need to put him through a course where you teach him all the necessary things, like trigger discipline, muzzle discipline, being aware what you're shooting at, etc, also hearing protection.
At any rate, I think you should definitely start out with pelletguns, like a classic Red Ryder, where you teach him fundamentals, then a .22LR rifle, you'd need to ease him into this.
If he's truly on the level of a fifth grader, this could be done, but don't be casual about it, this is a serious thing you're getting him into.

Maybe first take him shooting a few times with your own gun/a borrowed gun that you might think is suitable for him. That way, you can observe him using it, to both check for safety, as well as to see if he's comfortable with it and it's not a passing thing. I'd recommend going to a place he'd go to as well, so the range staff get comfortable with the idea too.

After a while, gift him something nice but tell him to hold off on the ammo buying for when you're around. That way, if he does something inappropriate, by mistake or whatever, then he's in the best case scenario.

Once you're comfortable, his initial excitement wears off, and he's a 'local' at wherever, let him fly free.

My younger brother has down syndrome. I would say hes a couple steps behind yours in terms of functionality, hes pretty high up there, but he has problems with understanding certain parts of reality, and some more advanced motor skills. For example he has trouble riding a bike because it requires foot movement, balance, and steering all at the same time.
I want to teach him to shoot, but I am worried about him not understanding the true weight and responsibility of a firearm.
In your cousins case, it seems like he is doing pretty good, but I would be really cautious about firearms. Unless he lives in a bad area and you think the probability of him needing one is high, I would look at alternative defensive tools, like bats, or maybe tasers. If he wants to get into shooting, then maybe you can keep the firearm for him and bring it to the range when you both go shooting together, that way it's a controlled environment and he gets time behind the gun.
If he shows responsibility after maybe a year or so, you might consider getting him one then. If you did, I would recommend either a double action only revolver, or possibly a single/double barrel shotgun. These guns have very easy concepts behind them, and you don't have to worry about mistakes like "I took the magazine out but it still fired!".
I hope you can teach him, user, it pains me that I can't share that experience with my brother. Right now though he seems pretty happy just helping me reload AK mags.

if you're capable and willing to teach him how to maintain a gun, get him some kind of pistol caliber carbine in 9mm. most downies I've seen don't have amazing motor skills and probably wouldn't have the best ability for shooting handguns. something like a beretta cx4 or kel tec sub 2000 would probably suit him well.
