They'd be effective, but people tend toward hyperbole when talking about them.

The reality is that you still have put all that kinetic energy into the rods with a rocket, so you're limited there, and they have to be going slow enough that they won't escape earth orbit. Now, earth orbital speeds are fucking fast, but we're talking a several-block radius, not cities. The advantage is that they could short-notice strike almost anywhere on the planet and there's no real defense against them.

I actually thought about this and came up with the best possible alternative: Cloning. If we cloned velociraptors and air dropped mating groups of them into the habitable wilderness of enemy countries we would fuck their infrastructure to a point of no return within a few months. They would have to up their resources on hunting parties, security parties for farms, and basic day to day life would become miserable with a new apex predator to worry about. In short, I believe it would cause a war of attrition from within.

The reason for this is because modern battle tanks are otherwise very survivable to nuclear weapons, but the Neutron radiation will irradiate and kill the crew

A tungsten rod may be the best, I used to think a silicone ball would be good but it is probably too light and may be moved off course by wind and varying atmospheric densities. That means that you can target the food supply of the enemy too, causing damage even beyond the timeframe the war is waged on, crippling the future generations or even forcing them to rely on your own safe food supply(food supply that could suffer a fatal shortages if the enemy doesn't behave) after the war.

Oh, and with genetic engineering, you can alter the ratios of morbidity, lethality and incapacitation like if they were in a slider(althought there are some hard limits, you will never exterminate a population with a bioweapon, only reduce the population to fatal numbers in the best case scenario)

Biological warfare is a pretty interesting subject after all for those who cannot get their hands into radioactive stuff.

as far as the EF was concerned the Antarctic Treaty was just there to keep the war from escalating any further, they knew Zeon had militarily exhausted itself and they felt they they had the resources to outlast them long enough to rebuild their fleet in secret and deal with space later. Zeon's Earth invasion definitely slowed them down but EF was able to follow through with their plan in the end.
