The cartels dealing in narco pharmaceuticals were getting them from a single source, CVS. They had a connection in there or something that was leaking them hundreds of thousands of pills. That whole operation was shut down recently though.

The TL;DR is that it would require Mexico's justice system to actually be effective, which is unlikely to happen soon.

Roughly 97% of murders in Mexico go unpunished, and it's well over 99% for drug war killings. You can't stop people from committing homicide when you can make money by doing it and there's basically no risk.
