It's just kata though not free sparring, there's no reason for the partner to have a shinai, besides, when this style was born, shinai just got invented (and was very different) and it was not even in the same part of Japan.

The original bayonets for the arisaka are pretty much wakizashi length. Katana would be a bit too much weight at the end of a rifle, besides, the curve would get in the way. If what you want is a katana on a pole, the naginata is pretty much already that...
