WW2, especially in the pacific would have been much more insane is you had flanking manoeuvres with M class and its contemporaries surfacing. Unleashing hell and submerging again before the surface fleet had fully re-orientated their batteries.

They were forced to build it. These big subs were essentially submersible cargo ships. Jap surface cargo ships were being wiped out by American subs who were having their own 'Happy Time' in the Pacific. The Japs were forced to build it to get high value cargo and tech from Germany.
