A police state needs police and boots on the ground because you cant rule country with airpower and artillery. You can't rule through air power and artillery because drones cant guard streets, search homes, ect. They wont even be effective at resistance suppression because of collateral damage (no sane government would blow up its own infrastructure).

Where do you think they got those? In an event of another American Civil War you will every nation that opposes the USA giving aid to any rebellion.
