Because TV shows like Miami Vice and CSI, video games like Saints Row 2 and GTA San Andreas, and movies like Falling Down and Robocop, all portray it as a full auto gun with Class 2 full auto conversions of closed bolt TEC variants.
The first TEC-9 pattern pistol available to civilians, the open bolt semi auto KG-9, was what gave the guns the rep of being full auto. Since it was an open bolt gun that fires by closing the bolt on a round, all you had to do to convert it to full auto, was destroy or remove the disconnector that held the bolt back after one shot while the trigger was depressed.
The ATF quickly ruled KG9s as machine guns in 1982, which resulted in Interynamic making the rest of its TEC/KG/AB pistols as closed bolt semi auto.
