It's literally a first prototype, it has all kinds on sensors slapped on it for performance measurements.

Imagine five hundred of these things being dumped out the back of a flying cargo-plane above the battlefield, all linked via a swarm-type autonomous drone AI.
Maybe have one in ten carry a sound system instead so you can do psyops even while the rest of the enemy combatants are harassed by the 'Russian Magpies.'
Kind of like the Cucaracha-bombbot idea, except more insane.
