I mean, I'm assuming the main goal is to target enemy surface groups. Assuming it'd be operating from either a land base or a ship, why not just launch it from a VLS?

Helicopters allow a decent amount of flexibility on where they can fly from. Planes on the other hand need airports and a massive amount of planning, knowledge building, maintenance equipment and infrastructure to build up then man an airfield. Is the US going to buy this? Nope, But Canada, Norway, Sweden, Taiwan and other mh60 operators are going to love this to give them something to defend their coastlines when they airfields get shut down. On top of that this would allow some nice tactics to prevent putting aircraft and ships in unnecessary risk.

It's actually about the same weight (800-900lbs) as Penguin. Same size warhead, too.

The improvements are in engine efficiency (turbojet replacing the solid rocket motor for increased range) and IR seeker (accuracy). Plus, NSM gets to use all the new GPS/INS toys Penguin never had.

It fills a valuable niche, because the US has nothing else between heavyweight ATGMs and full-size ASCMs (and I don't believe Harpoons have ever been integrated onto US helos).

It's kinda ingenious. You know there's a naval attack coming, but don't want to risk the destruction of static or road-mobile AShMs. Instead, you send your helos to fly up and down the coast, hugging the terrain and hiding from enemy radar.

The Penguin Missile was fired off helicopters already. This just means a more modern missile. It allows for the helicopter to target things which would be over the horizon to the ship (although many helicopters have the ability to provide targeting information for the ship they're flying out of), as well as fly out and attack on its own, a decent distance from the ship. This is a good thing. It also lets helicopters fly out of FARPs. Think of a quick air assault on an island, with a FARP quickly established and then helicopters acting out of it. It allows for greater flexibility than necessitating a more involved runway.

helos can keep a lower profile than fighters and don't require a full blown carrier to move by sea vessel. fighters have greater range but there are only so many vessels capable of carrying fighters.

Increases lethality of helicopter carriers/frigates/destroyers/corvettes. It's already a thing on other helicopters but if it's not specifically on a dedicated platform, it'll be a great asset since it means you can use them as ASW, AShW and general purpose all off a single platform. Plus an air launched missile > a VLS launched missile in range.

While normally the case, it might actually not really be the case here. Most of the time, air launched range combines both natural height and speed to allow for significant range increases, however helicopters can't really provide large amounts of either. As such, if surface launched version has an additional booster (as they often do,) they'd probably be right about the same range.

I tend to agree with your reasoning.
However, don't forget that on most ships (excluding Bruke, Tico and the like) the number of vls is very restricted, usually less than 50, 36 most of the time.
That said, being a military planner you would want your assets to be used by other means and other ways of delivery than a vls that already have to do the anti-balistic, anti-air, tomahawks and ASROC.
Thus, using other means to increase lethality is always preferred than putting more and more into those vls.

I'd slap SPEAR 3s or SDB-IIs on Tucanos, but not much more. Spammable munitions that might not sink in one hit, but will soak up AA.
