How do we fix the Navy?

imo (during peacetime when we arent fighting an existential threat) the budget for the Navy (including the marine corps as an expeditionary force) and air force should be something like 80% of the budget (or maybe even more). Manpower should be roughly the same.

Army should be as it was before WWII: a skeleton organization of career NCOs and officers whose purpose is to ensure competent conscripts can be successfully mobilized and effectively trained in the event of a major conflict.

Problem is, many people don't want to join. Even the lure of benefits (like paid education) has less draw nowadays.
So you have to dredge the bottom, but mouthbreathers are pretty useless for technically-challenging positions. And trannies and/or darkies tend to be too jumpy and personal-spacy.

You are aware that sailors are human beings, right? And usually not the kind of people that are considered society's best, right? Historically speaking, the Navy was composed of criminals, thugs, and rats that were hardy enough to handle a life that people with any other opportunity would flatly reject. The idea that the military should be society's best, rather than society's worst, is exactly why we have so many issues today. Officers should be responsible and honorable people, but the enlisted don't need to be a bunch of Mr Rodgers types. Your perspective isn't much older than you are, by the way. Back in the 80's, the Pentagon decided that the military should be a respectable organization, and it's all been downhill since.

The captain has absolute responsibility for his ship. But he also has to follow orders from above. This means the top brass can basically just order the captains to do shit they really shouldn't or couldn't no matter what, and then let the individual captains take the hit when reality comes and shits in the punch bowl. This is a recipe for disaster in any organisation. The guys who decide what's to be done must always be the ones responsible for making it happen as well. Never let person A decide what to do with the budget person B is responsible for.

Also get more people and do less stuff.

Why not have a "party ship" in each carrier strike group. Let sailors take a couple of long weekends on there instead of shore leave. Big cabins, basketball courts, pools, waterslides, movie theatres. Something that you could use for temporary leave. Keep the sailors in the group and on station, and well rested without compromising the tactical ability of the ships they serve on due to more amenities. Send the party ship back to Port during war. Just something to keep peace time morale up

The US is a country with a HUGE land mass. You can't just shift defense funding that drastically and expect it to work out for you in case something does happen.

Expand naval reserve to cover shore duties. Increase training hrs per sailor.

The main issue is the lack of people. I can only speak for submarines but most divisions are undermanned and the watchbill reflects that. Long work days and frequent duty days means no one gets enough sleep. And people are unprepared for their jobs because the navy rushes people to the boat due to the lack of people

I saw that documentary about how the cooks on a navy ship live, and it just is so depressing.

Literally wake up, work ALL FUCKING DAY, then go to sleep. That's it, that's pretty much all they do, and they can't do anything else because they're deployed on a fucking boat for weeks to months at a time.

At least in the other branches, you live on a base somewhere, can have a home to live in, have off duty time to do other things, and your doing a job similar to what any other person with a career / job does daily. You're not literally trapped in one small location.
