Germany couldn't have possibly caught up with Royal Navy without a literally decades long build-up after having first won a war with their land neighbors and their resources were constrained enough preparing for the one coming up right now.

Because the largest navy in the world would (and did) fuck them however they wanted to on the open seas.

Second place is the most expensive place to be in war. They had no chance of being first vs britain, a sea power. So they had to keep the fleet together to pounce on isolated Brit ships, but be ready to run away instantly if the main brit force arrived.

The idea of a strong navy was impossible for Germany to achieve. World War 1 left them with practically nothing so in only a few years, after the Nazis took power, Germany was trying to play a huge game of a catch-up with what little they already had. That was what Plan-Z was going to be: a decade long rearmament and buildup of the navy to rival the Royal Navy. Bringing the Kriegsmarine to a massive force by around 1950 and ready for war.
Problem is that there simply was enough enough steel for all those ships, enough shipyards, enough fuel for them, or enough money to build it all. Plan-Z wouldn't be possible even if it were the only German rearmament program, which it wasn't. Each branch was building up for war and so resources were limited to Germany, the territories annexed prior to Sept. 1939, and trade with the few countries that wanted to do so with Germany. There couldn't be enough resources to build the military without capturing them in war, and there couldn't be a successful war without a built up military. That is the German dilemma of World War 2.

Because they were bottled into the Baltic Sea by the largest naval power of the age and you really can't build a worthwhile navy quickly on a low budget. They already had serious problems allocating resources for their land and air forces, which were far more important to their immediate strategy. Also the NSDAP was filled to the brim with infighting and basically every branch trying to one up the other, the Kriegsmarine got rather cucked in that matter, especially after the “invincible” Bismarck sank and the only carrier Germany ever had not even being fully finished or utilized. Simply put even during the times of the kaisers the Kriegsmarine just simply wasn’t focused as much as the land and air forces, even with the u boats.

They did build submarines. The problem was that they couldn't stand up to anti-submarine tactics once adopted.

Because they started the war about 10 years before Plan Z would have finished. UBoat fleet was projected to be at 300 boats in order to have a decisive effect at the start of a war, they only got to 300 boats around '43.

Also in Göring literally cucked the Kriegsmarine in favor of the Luftwaffe by convincing Hitler to focus even less on the Kriegsmarine, so they focused all of their efforts into land and air power while barely giving any attention to the sea, which really wouldn’t have changed much once anti submarine warfare became more refined but probably could have caused some damage. But really Germany was on thin ice after 1939, once the ‘40s started they were just delaying the inevitable due to the lack of resources needed to fight and win such a war, barring developing nuclear weapons but even then they just didn’t have enough unlike the Manhattan Project.
