Black Mesa is a the size of a small city with its own missile silos, hydro dam, and etc.

Actually the disaster was originally localized in sector C but as the effects spread it started hitting more and more of the base on the surface... that and aliens teleporting into the walls tend to not be good for structual support.

Plus the energy surge from Sector C blowing up likely fried a lot of the electronics in Black Mesa.

All things considered, the HECU did a pretty good job at cleaning up the monsters. Most of them probably got killed by only by Gordian himself.
