no - stubbers are anything that's not >.50 cal and that fire explosive shells. Think more like a vehicular autocannon for an IFV or light APC. Autocannons can go as low as 20mm or as high as 70mm and they still count as autocannons for 40k purposes.
Also Autocanons with the old tank killer trait for CSM was Fucking TITS - roll up to 8 shots that (often) can be rerolled to hit and you could autocannon a LR to death vs. having to rely on melta weapons.
