If I had to guess, there's certain regulatory standards on foods being imported into the US. Some of those MREs likely don't meet such standards, and are technically illegal to bring in. I'm surprised they'd go after someone that's not bringing them in to sell to others, though.

The USDA would want certifications and safety assurance / inspection in the entirety of the supply chain, which for foreign manufactured goods is impossible. Given how few people consume foreign MRE's to begin with this is just easy low hanging fruit, and likely an agency justifying their existence saying they are "doing something". The fact they didn't even know Nathan was only doing affiliate marketing of products says a lot.

Big bad gov'mint is knocking on doors whenever they suspect that people are purchasing products from overseas with the intent to distribute (read: sell to other retailers) and not personally consume the product themselves.

USDA / FDA doesn't have a problem whether or not the shit's homemade or "made in the back of a truck" or if it's from a mass producer, they're looking to see if that company has a certificate / inspection that explicitly allows them to export their products into the US. The USDA/FDA essentially sees no difference in these MREs than bulk meat containers because either way the food has the ability to enter the public US food system, even if it's in a consumer-ready package and in the hands of the potential end-consumer. The reason why the USDA is heckling him is that he posts links on how to purchases these MREs, which, in the eyes of the government, is a lead to investigate on to ensure that the products being distributed are supposed to be in distribution and that the one doing the distribution is allowed to be doing so. The certificate is not a tax stamp, it shows that the facility has been inspected and help accountable to the same exact standards as facilities here in the US. If a facility is not inspected by FDA/USDA, it has that potential to have less-than-desired food safety conditions when compared to the US food system, even if it's "mass produced".

2/2 The reason they may be investigating MREs more than other foods, say freezer beef, is that MREs are the most dangerous foods; anything that needs to go through this insane pressure/cook process (see: Retort Processing) has the potential to fuck up and literally kill people (and not simple ecoli/salmonella, I'm talking fucking Botulism) if not done correctly. The US has such an insane amount of paperwork for non-refrigerated, low-acid foods (such as the meals in MREs) because there were outbreaks left and right until regulations set guidelines and thresholds that had to be met so that 0.0000000001% (12D reduction, read: All of the potential worst-case bacterial load) would be eliminated. A lot of countries don't have those strict rules for MREs, so there's that increased potentially for foreign suppliers to fuck up if not inspected by the US alphabet.

The US has one of the safest food production systems in the world, we just happen to have a major issue at the retail (i.e. fast food, restaurant, grocery store) level because of shit highschool kids getting made only $8/hr to give half a shit about not giving someone HepA or salmonella. Honestly, you're correct. A lot of food safety rules stem off of consumers being idiots and local/state/fed government needing to react. Unfortunately it's the point of the road that we're at, however most regulations are there to protect the consumer in ways the consumer is unable to visually identify food safety risks, such as bacterial issues on produce, cross-contam between allergens, and many other factors completely outside of the control or knowledge of even the smartest of consumers.

Yep FDA gets sued a LOT because of their embargoes (put products on hold, not a seizure) and destruction routes they take. Unfortunately those routes typically have a lot of red tape and legal process to follow, whereas most states have the ability to immediately embargo products if they feel the product to be adulterated, unfit for the food system for some reason (biological, chemical, physical hazards).

.gov employees aren't asking for you to hand over the personal belongings, rather they want to know what the intent is behind those items. If you state they're going on to commerce, they're no longer personal belongings.

Thanks. Honestly a lot of the USDA/FDA inspectors aren't the brightest bunch, but most working at the state level are pretty level-headed and know what they're doing. The problem at the fed level is that most inspectors are trained to be jack-of-all-trades, causing them to often have gaps in know or incompetence sometimes. Plus many have the "oh I'm a fed let me wave my badge around" mentality.
