They're law enforcement/paramilitary groups, not rucking in the middle east where weight and minimalism is important. In a lot of situations their handgun might be their only weapon, so carrying a second one might be a good idea. Two on a belt makes sense for the guy who has the SCAR in OP because he's a DM/Sniper most likely and might take his plate carrier off in some situations. Having one on your armor is good when you might only have time to throw that on and not a belt or hip/leg holster. Plus they're great for shield use when you have malfunctions and can't clear them.

Traditionally they used Manurhin revolvers, but later started getting issued glocks and Sigs and whatnot, so instead of ditching the revolvers, they just carried both on their kit.
