We could use a united pro constitutional militia. Now with a civil war on the horizon and a president who actually values our country and its people, we could use people like these.
Think about it, our soldiers are stationed all over the world, and if they were all to be recalled to deal with a coup back here in the states, it could leave us and our allies vulnerable. With people like these, trained and disciplined, we could fight off the Socialist Black-hoods without the military diverting troops.
If anything have them be put under the same category as some form of National Guard.

Mundane stuff, AR15, mid range optic, minimalist PC with lvl 4 plates, attending civilian first aid courses under the guise of job training would be mandatory.

Mag commonality first and foremost, same gun is up in the air. Uniform depends on if we're camo or not. If were doing the camo thing, make it a obtainable and effective but relatively obscure camo so you wont have difficulty with IFF, like pencott or something. If not, just clean presentable clothing in area appropriate colors, grooming standards too to some extent because militias always have some tattooed faggots resembling Earl Hickey which is the wrong look.

Shotguns, Bolt Rifles, Arming/Short Sword or Saber, and Rifled Musket/CnB Brass-frame Revolver (can't be rebuilt for cartridges per feddie writ) if they're a former felon. Practice consists of logistics lectures, fieldcraft and navigation, technical skills (maintenance, hotwiring, B&E methodology, scoping-out, etc), terrain movements and evolutions (river crossing, open fields, cover vs concealment, foxholing and fortification, etc), and building up ammo-sharing and field attrition doctrines while creating psych profiles and running through see-shoot and shoot/no-shoot training

Patching: ceremonial (and respectful) flag/bible/constitution-burning while taking oaths of loyalty after being asked to give up something they are observed to value (for one guy I know who really wanted a patch, it was shaving off the beard he kept long with pride, he failed- also, fight-club rules, you don't tell them it's a test, they need to resist or it wasn't valuable, if they figure it out and try to play your system they should be autofailed)
