The F-35 is a pretty heavy plane which means your steam catapults without backey by a nuclear reactor (which actually generates steam) wouldn't be able to pull out a meaningful sortie rate.
The new generation electricmagnetic catapults are way more energy efficient but too expensive and too risky.

So they are stuck with the F-35B variant but because the F-35B can't operate with a meaningful payload in a purely vertical launching setup, they added a ramp.
