Preferably neither, synthetics stretch and paracord stretches a lot. If it's under tension it will stretch out over time. I always use wood glue to set synthetic rope to avoid it. Hit it with a little sandpaper after it hardens to smooth the spikes off and it holds up really well. Make sure with paracord you use just the interior strands. I make stuff like that on the odd occasion I feel like it.

If your sticking with tape, then its a very limited use item. At the very least, find a sturdy branch to use instead of a broom stick, like an oak or ash tree, and just make a flat bar head and cut a notch into the shaft by about 3-5 inches so it has a solid base, then wrap it. If your making something meant as a weapon, make it work as a weapon.
